Remortgage with certificate of compliance.

We are currently remortgaging with Halifax, currently with virgin.
Halifax are using their solicitors for the process but they have informed me I need a certificate of compliance from our neighbour.
I have spoken with our neighbour and they are happy to sign anything that is needed, but I am unsure of how to get a certificate of compliance.
I have attached the email sent to my neighbour from the solicitors halifax is using.
This is my first time remortgaging do any help would be appreciated.
