Council tax debt v Bristow and Sutor

I’m hoping for a little advise this evening to stop my head from spinning so much..
So... I have a debt with Briatow and Stutor for Council tax - my property is a new build, and I didn’t get my tax band until November 19 - to which is was wrong, so I didn’t get my new Band until middle to end of December 19 - anyway long story short I couldn’t afford the back payment they wanted. so it went further in February - I had called to try and make a payment plan, but the council said that I would have to wait until the debt agency contacted me.. so with COVID in the Mix I didn’t hear from them until End of September 2020 regarding this debt..
I emailed them and said I couldn’t afford their 10 weeks payment plan, but I could pay £50 a month, This was accepted and they wanted it on the 1st every month - Which I have paid..
Today I had a letter hanging out my door from an enforcement agent, who’s now added another £238 onto the debt - and advised I now need to pay the full amount..
confused I called him and advised him I had a payment plan in place, To which he told me I didn’t, and it was just temporary and is now void.

can I call the local council and ask them to help me out? As it’s not like I am not paying, I am paying as they advised.

I’ve tried to get hold to BS this evening and can not get hold of them at all, spent over £2 calling them (they charge 9p pm to call them, no live chat available either nor their What’s app)

Usual bullying behaviour from bailiffs. They have now applied both fees, which was the purpose of the exercise.
Keep paying the £50 if that's affordable and ask them (you want this in writing so letter or email) what were the circumstances surrounding the application of the £235 enforcement fee? Stop phoning them.
Complain to the council about their behaviour and the fee - ask them to take this back. They won't but if you don't cause a fuss this will keep happening to others.3
