It seems that the sister is agreeing to be guarantor rather than the people asking fraudulently taking out loans in someone else's name or stealing the OP's sister's identity.

Anyone can apply for protective registration, it’s completely voluntary and it means lenders do extra checks. The mobile number given on the application could be that of the OP or the father providing this is something the sister consents to and is happy to do.

In the OP's situation, I guess any means of blocking further guarantor applications/agreements is worth trying.
