How did Intrum get my home address?

I received a letter from Intrum, regarding a £100 debt with EE that I racked up about 4 years ago, while I was living at my previous address, in another town.
So how did Intrum get my current address?
I'm not on the voting register, and EE certainly don't have my new address either, very few people do. The funny thing is that the letter came a few days after speaking with the local council about my council tax. Have Intrum somehow got my address from them?
I'm going to move house again over this, but now worry that the council are selling people's address details. Am I able to ask Intrum how they got my address? There's no way they've legally acquired it.

They will have done a simple trace on your credit file, hey presto.

Also if it is a £100 debt, surely moving house would cost a lot more than simply paying it?1

Do you have a current account at your present address? If so, that will be the address on your file. Anyone looking for you will find it.
It's not likely to be the council as they don't currently report to the CRAs0 -

There's no way they've legally acquired it.It's not particularly difficult as they will match up DOB, names and addresses on any credit agreement you take out. For example, how did you come by your last mobile phone? New phone contracts are fertile ground for matching and chasing people.
- All land is owned. If you are not on yours, you are on someone else's
- When on someone else's be it a road, a pavement, a right of way or a property there are rules. Don't assume there are none.
- "Free parking" doesn't mean free of rules. Check the rules and if you don't like them, go elsewhere

There's no way they've legally acquired it.Bit of an extreame reaction to be fair, for such a small debt, its much simpler to either pay it, or just block them on your phone.Its not an easy thing to live "off grid" these days, although with a little pre-planning it is possible, but its not something I would even concider as there are more simple ways to deal with such things.

Why not just pay your debt? At least they haven't added interest, which they certainly could have done after four years.
Running away and moving house for the sake of £100? Makes absolutely no sense whatsoever. It will surely cost you more than that to move. You'll be found again. And you have admitted here in writing that you actually DO owe it. Pay it, you will feel much better afterwards.
