As a nurse working for the NHS in the community I can tell you this is standard practice and will form part of your travel policy. My home to base commute is a 14-mile round trip, if I cover a different area that is nearer to me I can not start claiming mileage till after 14 miles which sometimes does not happen. Nothing your union rep can do about it.
