Backing Dating Single Person Discount 6+ Years

I purchased a flat (new build, no prior occupants) in 2012 and moved in the same year (having previously always lived with my parents). I setup a direct debit for my council tax after getting the first bill and pretty much forgot about it. Fast forward to now I've recently gotten married (partner has her own place and also lives by herself atm) and whilst preparing to eventually move in with her I was told by a friend that I've been overpaying my council tax as there is a discount for those living alone. Looking back the bills are printed on a single piece of paper where the front is in white and contains the demands, whereas the back is in light green and contains general information including discounts. In retrospect I realise I should have read this though at the time this just looked like the 'terms & conditions' part of a normal bill so I didn't catch it.
I reached out to the council to ask if they can backdate it further back and initially was told to submit documents to support my claim of living alone. Upon clarification that these documents would suffice I sent over copies of my lease agreement (where I am the sole signee) and my very first water bill (again I am the sole payer). A few weeks later I receive a response stating that it was my responsibility to apply for the discount at the correct time and that backdating applications further than the current tax year must have a legitimate reason (being unaware of the discount is specifically not allowed).
Realistically is there any chance I can appeal this and if so can anyone tell me what the process is?
