Halifax mortgage delayed

Hi,
Our mortgage went to underwriter initially and they reduced our affordability. 
October 23rd valuation was done and still waiting for reply from Halifax for mortgage approval.
We called last week and they said it was with underwriter and only they can approve.
6 working days gone since valuation. Still mortgage not approved yet.
Why are they delaying it ? Any idea ?

    They have a lot of cases to get through. Give them more time

    I am on the understanding that if your application is referred to an underwriter at the first step, it will then go to an underwriter for every subsequent step after that. I have seen a mortgage advisor say this on another thread.

    26/10 Valuation booked
    28/10 Case agreed subject to valuation 
    03/11 Desktop valuation 
    04/11 Offer received
    28/01/21 Exchanging of contracts
