Query re Payslips and late pay

The company I work for currently has me still on furlough as they say not safe for me. Last two months my pay has been late. Last month I had to chase and chase and finally got paid 7 days late. I incurred charges etc due to bills bouncing, overdraft etc etc. This month again I was not paid on due date. As I was unable to speak to a manager when I called I emailed as well. Unknown to me the owner of the business is able to see these emails and put into process to have this looked into. However either the company he employs to do payroll or he himself have made statements that I am unsure are correct. (Well one I know definately is! and that one I have corrected and sent link from Gov.uk website to confirm).
 My main question is reguarding this statement taken directly from the email I recieved. (I have removed my incorrectly spelled name only)
Hi ********

Your payslip is a draft payslip and subject to changes 

We need to work through exactly what furlough support  is being provided and then process it. It could take c 48 hours 

You will receive a new payslip once the payroll team have calculated it 

Can someone confirm if these statements are 'correct'; ACAS implies otherwise but I dont feel up to calling them to confirm :( 

I THINK is a whole sentence, not a replacement for I Know

    I don’t think they are allowed to pay you late. However, as the government is changing furlough policy on a dime and by the minute it may be something that whilst not ‘allowed’ is something that won’t be dealt with during this time as ‘one of those things’

    In the short term (as legal action is slow and probably not ideal for a current employer) could you say ‘I appreciate that you need time
    to calculate the furlough, could you possibly give me a cash advance to cover X bills in the mean time and then deduct that from the pay once you have calculated that as my bills have been arranged to come out shortly after my usual payday’

    My Payday is the 1st of the month. As such I expected the money to be in the account on Friday 30th Oct....Unfortunately most of my bills are due out on the 1st and 2nd of the month. If it had not been a weekend, if they had contacted me in reference to needing extra time or even if I wasnt already in a bind due to having less money than normal due to charges incured the month before..... etc etc ...

    What are the terms of your furlough, as agreed with your employer?
    The way the scheme works is that your employer should be paying you, reporting to HMRC in the usual way what they have paid and then receiving a refund for the proportion of that which is covered under the scheme
