I think you'd struggle to get a tank large enough to provide 1000 litres per hour unless you recycle the water you've used in the pulper machines.0

With that volume of usage, you will find a commercial installer but they might have to travel from England. There are large installations in Glasgow that harvest rainwater, e.g. https://www.bbc.co.uk/news/uk-scotland-glasgow-west-23098503
If you can find out who ScotRail are using, sign up with them and get them to service your installation when they are doing ScotRail's.
