Criminal Injuries Compensation Authority

I'm a victim of a violent crime where I was held at knife point in my home by 3 thugs.  The event effected me to the point where I approached my doctor for support. My doctor referred me for therapy.  The therapy really helped me to refocus and has given me to tools needed for me to put my life back together.  
I've attempted to claim for criminal injuries compensation (advised by the police to do so), however because my therapy wasn't carried out by a clinical psychiatrist the Criminal Injuries Compensation Authority (CICA) rejected my claim.  I tried to appeal as the CICA said they could arrange for my counselling notes to be reviewed by one of there psychiatrist.  Sadly when i reapplied they again rejected my claim without sending my notes for review.    
I am very frustrated by the system, the CICA seem not to want to get my notes reviewed. I am at a loss as to what to do other than giving up.  
Has anyone got any advice?
