Leaving a zero hours contract

Sorry if this is long... My son works as a m/c courier. Company owns the m/cs. He is on zero hours contract. This would normally be tolerable however the bikes have been out of action for weeks and the company aren't getting them fixed. (The deliveries are being done by others with their own vehicles) So he is simply not getting any hours - ergo, no money. He cannot sign on as he hasn't been made redundant/sacked - the company aren't interested in doing that because they couldn't care less and it is unnecessary from their point of view - they just don't give him any hours, no skin off their nose. He could leave but then he would be without money for X weeks until he can claim. He can't use his own vehicle. In another issue they are planning on implementing a tracking system so they know where the drivers are at all times, understandable as I know we can track our deliveries so presumably this is becoming more common - but on the employees own phone? Is this legal? My son would be paying for the data usage which would then put him below minimum wage. It's a mess, but what are his options/rights anyone?

He can claim UC on a zero hours contract - so yes he can sign on so to speak.

Look for another job.
They can't stop him working elsewhere.0
