I've received a letter from a company called Rebate Gateway advising that I may be entitled to a rebate for unclaimed marriage allowance. Is this a legitimate company and letter?

It is the person agreeing to have a lower Personal Allowance who has to claim and they can never get a refund from applying, it is the recipient who gets the refund (assuming one is due).
The op needs to understand which is which and then the person who needs to apply can do that without any need to use a third party.0
