Sub contract apprentice

Hello, My labourer of 6 years site work has took an interest to do a bricklaying Nvq level 2 and is interested in an apprentaship course, We work under a sub contractor WTA brickworks who subs out to Taylor wimpey and redrow sites, Im alittle confused with how its funded he is 29 years old and somebody told me he has to be employed by someone to get a grant. He has a set wage and his tax is paid by WTA through CIS but he is self employed and works as our labourer in our gang of bricklayers, so how does he get the grant instead of paying 1000's which he cant afford. Can we take him on or would WTA need to do it abit confused since we are the ones teaching.
