Possible Racial Bias with Redundancy

The judgements are about your work personality.
Covering a role temporarily normally involves 'babysitting' - a grass roots review would normally wait for the successor. You ruffled feathers. That might be fair or unfair depending on your brief but if people find you difficult to deal with, then you are difficult to deal with. 
You are right that if this was a significant issue it should have come out in performance reviews but here the events were recent and overtaken by redundancy.
I do agree the HR people are idiots for writing such stuff on permanent records but still doesn't make it discriminatory just unpleasant. There is no connection between these remarks and redundancy - its 2 colleagues discussing another about particular events.  It could be its only they that think that about you as its their life you made difficult.
You might find out more you don't want to hear but I don't think you're going to find discrimination or racism.

I'd agree, this isn't about racial bias. It's a judgement on the OP's personality & how people find him to work with. They feel he reacts angrily and everything is a battle with him.
