valliant System boiler Pumps always running

I have a new 638 valliant system boiler and the two external pumps always are running, Is this normal. to me it seems a waste of energy. Even when there is no demand for hot water or central heating they are whirring away.
I have had the central heating guy out who assured me it was normal and mentioning over run which I get but I don't think they should constantly run just for say 5 minutes later.
WHat is the likely issue, incorrect wiring or a setting on the boiler.
