HMRC has contacted my brother to say he owes over £1000 tax based on ESA. When we tried to make the payment we discovered he owes from 2017 and the amount is almost £3000. He was never informed of the previous 2 years and is now totally on benefits. We want to make a formal complaint but don't have an address. Please help. We are at our wits end with endless phone calls and hours wasted on hold. My brother suffers from severe anxiety and this has pushed him to the edge. Thank you
