Received a Pre Legal Assessment letter

Hi all. Need some advice please. 
I have received a 'Pre Legal Assessment ' headed letter from Lowell and now really worried they are heading toward a ccj for me. 
I have struggled with being able to make any sort of offer at this time due to worrying job issues and I have emailed them explaining this which was either missed or ingored.
Do I need to act immediately on this and hild up yhe court process they seem to be intending?

    Hi Ferry,
    Its just another in the series of standard DCA template letters designed to do as per its intention, (A) to get you worried, and (B) to get you to contact them.
    You only know for sure they intend to get legal when a "LBA" (letter before action) drops on your door mat.
    Everything else is just another move in the dance.
    Re-send your email, enclose a budget sheet showing them you cannot afford payments, they won`t take you to court if you cannot pay.
