Postponing a wedding, help!

Hi I'm looking for some advice. Due to coronavirus were obviously worried for our upcoming wedding. Now the terms and conditions state nothing can be helped if a virus outbreak occurs. Ok I get that  we were looking to changing our date due to job loss, ive been told they aren't allowing any postponed dates until at least March 2021. Now if you move your date with 9 to 6 months to go until the original date you pay 25% of the overall cost. If you move it 6 to 3 months its 50%. We obviously want to move now to pay the lesser. But they are refusing and therefore the 50% will be the charge as they are saying we can move it until March. They seem pretty confident that weddings will be back to normal by July 2021. Obviously they can't guarantee that. But this isnt our only reason for wanting to move our date. Affordability is our worry. Can anyone give me any advice? Can they refuse this change? I've attached our terms and conditions so you can see if you can see anywhere it says they can do this. Thank you.

    It seems to be contradictory, either you can change dates for a 25% charge or they don't allow any date change. It can't be both.
