    That is how (ongoing) additional tax relief is given by HMRC.  In the first instance they may give you a refund but if it continues (and you need to be clear with HMRC if these additional contributions will continue), they will increase the amount you earn in the BRT band so as to, in effect, give you your missing 20% or 19% in your case.
