    can global index tracker funds make up a pension? 

    The pension is just a container for your investments.  If you have a whole of market pension (such as a SIPP) then you can invest in around 30,000 options.

    They can. I currently hold Vanguard FTSE Developed World Hedged Pension Fund in one of my pensions and previously used Standard Life World Ex UK Eq (BlackRock) Pension Fund.

    You can see the ETF's available on the Vanguard website , with some global tracker ones . Any of them can be included in a Vanguard pension or any other pension that offers these ETF's ( as most SIPPs will) .
    As said above the 80/20 route is perfectly valid and will be a bit less volatile than 100% equities .
    However if you go down the 100% equities route , a global tracker , would be better than VLS 100, in my opinion.
