Small claim re bailiffs

can anyone help ? I have made a small claim with the online service in June 19 . For an engine that wasn’t delivered to a workshop . I have messaged and the mechanic as evidence. He denied it . I paid for the warrant of control as it was the only option I was given for bailiffs. This was sent to the county court in December 19 .They have made two visits with no success and due to Coronavirus this has been extended another year. But now received a new letter saying they cannot  do any more visits without a payment !! They won’t get anything on him . I have to provide evidence of something he has like a car or van for them . Can I take it back to court and ask for a different action ? Like showing evidence of earnings ? As during this time he has registered himself at companies house as a business . Taking forever .
