Leasehold Landlord Fees For Re-mortgage

Hi folks
We completed on a remortgage today, switching from first direct to Santander. I had a note from the solicitor a couple of days ago to say there was a shortfall and when I looked at the detail, the landlord that holds the leasehold for our house has charged us £126 for receiving the notice and processing the paperwork. This was split as £114 for receiving the notice and another £12 for the classic 'admin' fee. We spoke to neighbours that have remortgaged and they don't think they've been charged this fee. I've looked through all the paperwork from buying the house and can't find any list of charges. The landlord is the builder, Dorbcrest Homes (we bought it as a new build), registered in Wigan. I've asked them why the fees are applied and what the justification is. Has anyone here experienced this type of fee, have they successfully challenged it etc?
