Mortgage Offer & Authority to Proceed

Hi, newbie here, we’re currently waiting for our HTB Authority to Proceed, which to the current time scales should be issued at the end of this week (FA applied on 28th August) our valuation on our new build is booked for tomorrow (fingers crossed, all ok, LTV is relatively low). My question is, does the ATP need to be issued before our lender, Halifax, will offer the mortgage?
