letter to council template letter?

please help.....
has anyone got a template letter to send to the council asking for debt to be taken back to them and to offer to pay them monthly payments.
also a budget document template to show them (a list of all my outgoings)
please i need to write to them as i want to pay monthly for my council tax as i got behind and they passed it to bailiffs.
please can ayone help thanks

The Council is under no legal requirement to remove an account from the bailiff and most wont unless it has been incorrectly issued to the bailiff - in 99% of cases people have more than enough time before the accountants gone to bailif stage to make suitable payment arrangements.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0

Where I work, you can phone and ask ,and if the offer is reasonable, ie proportionate to the debt and the time needed to repay, then we frequently are happy to agree and take the debt back from the Sheriff, however my council is in Scotland and the legislation and therefore practice can differ from England.
