When do COPE payments kick in?

You are already getting it. It's just an estimate of what your occupational (NHS) pension might pay.1

I asked for a forecastWhat was the date of the forecast? What exactly does it say about your state pension entitlement?
The COPE was used once, in calculating your "starting amount" for SP on 6/4/16.
Old Rules
NI years (up to 30)/£119.30 + (Additional State Pension - deduction for Contracting Out)
New Rules
(NI years (up to 35)/£155.65 ) - Contracted Out Pension Equivalent
Your "starting amount" was the higher of the two.
If your SA was less than a full new state pension, there was the possibility of improving it up to the full amount - see https://www.royallondon.com/siteassets/site-docs/media-centre/good-with-your-money-guides/topping-up-your-state-pension-guide.pdf
The NHS pension you are receiving includes the COPE.
