Help to buy problem

My 33 year old son bought a flat through the help to buy scheme in Hertfordshire.Unfortunately the company he worked for was sold leaving him without a job. He is now working And renting in Devon. The flat is worth less than he paid for it and he is unable to rent it .What options does he have ?

Sell it and make up shortfall. Don't sell it or if enough money move to buy to let but they means covering the 20% h2b and whatever deposit on top1
