Ongoing PayPal/Wescot nightmare

I'm in need of some very good advice on a situation I have with PayPal and their lackeys Wescot Credit Services.
Situation:
On Jan 27 2020, my eBay account was hacked, the hacker managed to purchase a mobile telephone (£500) using one bank card, and they attempted to buy a laptop using a credit card which was flagged for fraud luckily. 
I caught the phone transaction a few minutes after via a text alert from Barclays, and the laptop transaction was refused by AMEX as a fraudulent transaction.
I had the payment reversed by Barclays and the money was restored to my account.  I contacted PayPal and eBay to report this and they both took reports, in addition to Barclays cancelling and issuing a new debit card immediately. 
I contacted the ebay seller who was Music Magpie and told them to cancel the order but it was too late and had been dispatched so they said send it back for a refund.
This is where it gets more shady, the package was sent to an off licence pick up store about 70 miles from my home (who would do that) and was collected within 48 hours by the person who hacked the account. I managed to track their email address but I have had no luck contacting them (they would obviously never answer).
Now. A few days later I see that PayPal have put the account into arrears (Standard account not a credit account). I called them to challenge this and they filed a fraud report, to my dismay a few days later they refused and told me I still had to pay the balance despite the transaction being nothing that I had approved. I re-challenged this over 5 times over a number of months and each time it was rejected. I was told by PayPal to arrange 3 way calls with them and eBay because it has 
I spoke to their technical fraud team and even they agreed the transaction looked peculiar, but when they passed me to their senior management the claim was again rejected despite their confusion.
I obtained an email from eBay stating that they recognised this as a fraudulent transaction, I have the messages and emails from Barclays and AMEX flagging the transactions yet PayPal continue to refuse my claims and persist to tell me I need to pay the debt. At the time I had a PayPal credit account (now closed) which I was using the PayPal account to manage, they blocked off my PayPal account meaning I was unable to manage my credit account online and said for me to have the facility reinstated I'd need to pay the outstanding balance. Following a number of harassing calls for payment which I declined to make because paying it would be like admitting I made the transaction, and I'm not so stupid to pay and then contest the charge afterwards.
Fast Forward a couple of months, and I get a letter through the post followed by a number of chasing calls from Wescot saying I owe them the amount of the transaction, after speaking to them they were to be honest quite understanding and said I should continue to contest with PayPal, however I'm clearly getting nowhere with them and they will continue to reject and I'll go around in circles.

Firstly - can they file a CCJ for a negative PayPal balance?
Secondly - has anyone dealt with PayPal/Westcot before in conjunction with each other?
Thirdly - Please can I ask for any good advice on how to get out of this Bl00dy mess!
I'm past the point of getting this just cancelled, I want compensation for the harassment.

Please help, as this is causing me stress and sleepless nights now.

  • Go to the police get a crime reference off them give that to PayPal also action fraud and give the scammer email to police aswel sorry ot not helpful

    Action fraud are pretty useless to be honest.

    Two things you should know.
    PayPal never, ever get legal, something to do with an American company based in Luxembourg, they pass all there bad debts to Wescot, who just act as a collector for them, so they cannot do anything either.

    You have the evidence to lodge a reasonable defence against any court claim, so until they take you to court (which they won’t) just ignore them both, it will not appear on your credit file either.
