Child Maintenance while living off of Savings

Hi all,
I don't have any children, and I am always careful, but I am curious to know how child maintenance would be worked out if someone was living off of their ISA savings and not working? For example, someone who has retired early and has just enough money to get them to an age where they can access their pension?
This also makes me wonder what would happen if they were in drawdown of their pension? I mean, technically they would have full access to a lot of money, but they could choose to withdraw large or small sums depending on their needs at the time. So it would be a nightmare for someone trying to work out what they should pay wouldn't it?
I don't plan on having children, and if I did my partner would never need to rely on child maintenance, but I am curious how it all works. I mean, there must be millionaires out there having kids that technically don't have a job.
