Dental charges

My dentist in Scotland has called me to say although they are still closed for NHS patients I can go in for my scale and polish but I need to pay if I want to be seen where as usually I get free treatment. This is my routine appointment with the same Hygeinist but now I need to pay £29 usually I get my treatment free due to working tax credit. I can't understand why they are not allowed to see patients due to Coronavirus but if I pay I can be seen.

Its because the health boards are not allowed to pay for "treatments" which may involve water splatter.  However the Dentist can agree to take the risk.
