    why do you feel frustrated OP?  is the other person being on the phone all the time disturbing you from your work or are you frustrated because you have too much work and he doesn't?

    i used to do my own things when i was at work as i could do the work that i was given very quickly but i didn't let on that i could, lol  :D  i ain't stupid  ;)

    if i were told by someone that me talking on the phone disturbed them then i would stop doing so.  if his talking on the phone is disturbing you, then have a quiet word with him and explain nicely that you are getting distracted.

    I had a colleague who regularly complained that they didn't have time to take breaks, worked late etc, etc.  When our manager investigated it became apparent that this individual was going into far more detail than was required to do the job correctly and accurately.  Nonetheless they still argued the point when they were told to do what they needed to do, not what they wanted to do.

    I had the misfortune of having someone like the OP's colleague in my team. They were always 'very busy' and couldn't help out with extra tasks because they were so busy, but anyone who ever spent time in their shared office was aware that they spent a lot of time on the phone, on personal calls, sometimes long personal calls. I worked in a different office so wasn't always aware of how they spent their time, I just knew they were 'very busy' and not always willing to help out - although often on a personal call when I went into that office!  

    I'm not sure how I'd have responded if someone from another team had complained directly to me, but fortunately another manager 'brought to my attention' that this was an issue, one which several people had raised! I dealt with it in line management, pointed out the effect it had on the team they were supposed to be supporting and on our team of support staff. And things did improve, although this was never an easy person to manage ...
