Challenging Council Tax Banding - Next Steps Help

Hello Everyone,
I am looking for some guidance really. I have tried to challenge my tax banding but if I am been honest did not put a lot of evidence in with it so it was rejected. However I still 100% believe I am on the incorrect banding and have been for the past 12 years. On my street there is 50 houses and according to val gov website it shows only 3 houses in my tax banding B the remaining A. I have no records of the correct valuation cost of my home or any other as of 1991. The only info I have from zoopla and the nationwide house price checker that a house in the street exactly the same size of mine as of 1995 sold at 25K. Nationwide house price checker states my home would be valued at 37,680 as of 1991 however that's an approx figure.
Is there anyone on here whom can advise me where I could get the correct house valuation price as of 1991 or if anyone else has challenged there tax banding and could provide some tips on appealing.
Any help would be much appreciated.

Have the 3 houses, yours included, been altered in such a way that a rebanding would have occurred at next change of ownership? Loft conversion, rear extension?

1991 house prices are not in the public domain. Any HPC will be general and inaccurate and from extensive personal experience they tend to undervalue 1991 prices. 1995 was in many areas and for many house types the rock bottom for  prices before they started climbing again. In the areas I dealt with (I'm ex VOA) 1995 prices for smaller and/or cheaper houses which were £41/£42,000 in 1991, had dropped to as low as £25,000.

As macman has asked, have the 3 houses in Band B been altered?

My house has a little extension to the back but this wasn’t added until 2000.

And you purchased the property in 2008? So an improvement indicator may have been logged back in 2000, which would have come into force when you purchased it.

Yeah I purchased it in 2008.
So am I right in saying they have increased the band because of the extension?

We don't know, but it's possible. If you still have the sales particulars from 2008, it should state the band at that time.
I'd imagine the VOA keep historical records to show when a banding has changed, maybe someone else can advise?
If the other 2 properties have also had extensions, then that would support my theory.

So did the house that sold for £25K in 1995 have an extension the same size as yours at the time it was sold? If not, it is of little use as a basis for a comparable. A rear extension, even a small one, could be just enough to tip your home into the next band
