VOA refusing to accept evidence for council tax challenge

Hi all, first post.
I am in a dilemma. I have provided substantial evidence of comparable properties to the VOA and they're saying the properties are not comparable.
Nearly all of the properties I have provided are significantly larger than mine yet they're a Band D and am Band E (all properties are detached and so is mine).
The evidence that I have provided includes aerial imagery with measurements of all properties, sales information from rightmove (including photos, amenities, and floorplans), and planning records.
Four of the properties had their banding reduced, and two of these properties sold in 1996 and 1998 for £80k and the other sold for £87k.
I purchased my property a year later and paid £97k.
So if these properties sold for in £80-86k after 1991 am assuming they had their banding reduced as they would have been worth less around 1991?
The house price index calculator, when adjusted, puts my property in the same price range in 1996/1998 had I purchased it then and vice versa for these 2 properties in 1999.
The VOA is not willing to look at the evidence properly nor accept my formal challenge. Am stuck in limbo, if they don't issue a formal decision I cannot appeal to the tribunal!
I must state that I sent in a 4 page statement, and the 16 appendices for the properties via email late in the evening. By 9am the following morning I had a response saying the properties are not comparable (specifically the ones that had a reduced banding). I even provided Band E properties to show that Band E properties are significantly larger yet in the email i received I was told I cannot use them as they're in the same band. However, I had clearly explained in my email the reason I provided some Band E properties was to show they are significantly larger. It seems like no real consideration has been given to my evidence.

Apart from being detached and similar size are the comparables of a similar age and in similar residential areas?
If so, this is one of the very few occasions, I would suggest getting your MP involved.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales1 -

Yes they are. All within 0.5 mile. In fact on the informal review they claim the best data for your property is the sale price near the antecedent date. However the previous owner purchased it in 1970s and then I bought it in 99. Some of the old remaining neighbours told me the previous chap was here before them and they purchased in 1980 and 94.
