Bank Park Management Court Proceedings

I received a parking fine from this company for £100 for not having a ticket displayed. The car park in question has changed hands many times with their free parking changing to different times. Originally i remember it being free after 3pm, then it changed to 4 pm with a different company so I believe. I dont use the car park very often, so on this particular occasion I parked at 4.15 pm, where as far as I was concerned was free parking after 4pm. Little did I know that the times had now changed to 4.30pm. I then received a parking fine through the post for £100!  I refused to pay this for 15 minutes as I was believed that the free parking was from 4pm. I have always been informed that you should not pay a ticket if you feel that the amount they are charging is extreme. I have now received a CCJ to explain my reasons for not paying. I returned the form online and explained to them the reasons for not paying for the car park and how they had charged me a ridiculous amount for 15 minutes. I also offered to pay for the 15 minutes that I was parked. The company have sent me an email now from DCBL to say that the company are still pursuing the claim and I am worried that this is going to incur a very hefty fine, which i cannot afford. Plus I do  not want a CCJ on my credit report for a parking ticket that was only unpaid for 15 minutes. Is there anything I can do? Can I contact the landowner of the car park, would this help?Any advice will be welcomed please, thank you

    Did you really receive a CCJ - a County Court Judgment?

    Or did you perhaps receive a County Court Claim Form?

    Also OP, have you have based your forum username on your real name? If so, you may want to get your forum username changed to something completely anonymous.

    @hannah.marlow you need to be much clearer about what you mean by 'CCJ'.

    Hang on. 

    You got a N1 court claim form (not a 'CCJ'?) and have already sent a weak defence?  What EXACT WORDS did you submit?
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs, and in some cases, cancellation. 

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up later this year,

    Just as the clampers were finally closed down, so hopefully will many of these companies, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.
