NHS Pension Scheme - is this correct.

My wife has a minuscule deferred pension from the NHS and she left in 1995 or thereabouts. Pension was about £120 per annum when she left, before any revaluation. It was not a well paid nor professional position.

(1) It appears that members that deferred prior to 30/03/2000 have to wait til NRD (Female 60) to get a pension and that actuarially reduced early retirement is not an option. Am I correct?

(2) From 2015 a transfer to a SIPP is no longer an option even if the trnsfer value is less than £30k. My wife's TV would be less than £5k I think. Am I correct? About the transfer option I mean, not my wife's transfer value size!

The NHS Scheme seems very restrictive in this case.
