Elastic sizing

Apologies this isn't completely old style, but thought you would know best.
I had a small bit of elastic that was 4mm unstretched, that I wanted more of to make masks.
I ordered a roll of 4mm width flat elastic, when it's arrived it says 1/6 inch on the roll but it's 6mm/7mm wide. Could someone tell me whether elastic width is measured stretched or unstretched (when fully stretched it's closer to 4mm) and whether the mistake is at my end or the sellers please.

No idea but 6mm will be fine for making face coverings. That's what I used for the ones I made.
