School Blouses for older girls

Hi,
my sister is having trouble finding inexpensive school blouses for one of her daughters. The 15-16 year old school blouses in the shops tend to be too tight around her bust. The problem is the school will not allow what they call fitted (which we think means tailored) blouses and what we are finding in the adult section tends to have darts or pleats making them tailored. Any suggestions please?
