JBW/CDER Chasing Partner for Council Tax Debt that isn't his

My partner is being chased by JBW/CDER for debt that isn't his. He has a common first name and commonish surname. If you google you can find others with his name.
He received a letter to his address asking him to contact about a matter so he emailed them to find out what it was and they sent over a statement of an account.
The account in question is in relation to council tax debt for the London Borough of Hounslow.
The issue is that my partner has never lived in this borough and never lived in London.
Somehow either by fraud or a gross error on someones part this debt has been associated with him and the address on the account changed to his old address.
The account details appear to suggest that the debt was from a tenancy period at the property from 1993 so my partner sent in a copy of ID showing he was 4 years old at the time so it isn't him and we thought that might be the end of it.
We have done a google search of his name and the home town and found someone with his name that would be around 50 now so likely to be this person.
They have told him he needs to call them and they can't suspend until the client tells them to but we want to be prepared before calling tomorrow.
Will we need to contact the council tax authority? Has anyone else experienced this? Should we seek legal advice?

We emailed the council directly and still no response. Will wait until it has been 7-10 working days before we chase.
I have been thinking that maybe it is also a GDPR data breach as we have been allowed access to another person's personal data with no check at all to confirm his identity before it was released?

Can you not ring them? I had same issue and just rang up and it was sorted.0

I've told him that if we have no response by Monday he will have to call them to sort it.
He is a live chat/email kinda dude and hates talking to people until he gets on the phone and then can't get him off it0
