Free ISP's and 18866

Having signed up with 18866, I was hoping that I could use it to reduce the cost of my ISP dail-up using the "geographic" numbers that are posted around the web. However, so far I haven't found a single zero cost one that works. The only ones that do work are ISP's that do charge on a monthly basis, all the others are ALWAYS engaged. :-/ I assume this is a blocking tactic, as if the numbers are dialled without the 18866 prefix I can connect OK.
Has anyone cracked this yet? ???
