Hi,
I just have a query and am quite confused with regards to the following statement on the HMRC website: “ You have to register with HMRC for Self Assessment by 5 October in your business’s second tax year”.
Does this mean it is penalty free to register before the deadline in the 2nd tax year of your business running?

Yes. If you start business today (2020/21 tax year) you must register by 5th October 2021 (2021/22 tax year).1
