Level 3 apprenticeship completion delayed a year due to assesor

So my partners currently carrying out her level 3 apprenticeship in hairdressing. During this she had to change salon part of the way through and due to this was given a new assessor. She’s been doing it for almost a year and her current assessor has advised her not too long ago she was 77% through and would likely be completed very soon.
She’s just had a call from her original assessor advising her that her current assessor is no longer with the company and she is in fact only 11% complete due to the fact her work was being assessed by pictures rather than in person.
Is there anyway to complain or escalate this further within the apprenticeship scheme? She’s done this for a year struggling financially due to taking an apprentice wage in the knowledge that once complete, she’d be better off in the long term. Now that This has happened it’s going to take almost another year for her to complete before being fully qualified. With her knowing this she’s devastated andbeen considering just giving it up so she doesn’t have to continue to struggle for another year.
Is there any way to complain or escalate this matter to anyone where it could be looked into, doesn’t seem fair but I don’t know if anything could be done about it.

I dont think an apprenticeship can be completed in a year normally it's 3 years0

Yeah sorry just to add, it’s her level 3 she’s gone back to after completing her first 2 levels when she was younger.1

Is her employer paying for her apprenticeship? It would be who ever is funding the apprenticeship who should complain.0

The Assessor is engaged by the training provider/College to assess the learner. They are the first port of call, as the Assessor who claimed they were nearly completed should have been having their caseload of learner portfolio's checked for quality on an interim basis by an Internal Quality Assessor again, engaged or directly employed by the Training Provider/College.
Find out who the Training Provider/College is and request copies of any reviews you have had when being assessed and if you are not satisfied with their response ask who the Awarding Organisation is (being Hairdressing this is likely to be VTCT or City & Guilds)
You should be able to ascertain who it is from the portfolio as well, as the standards in the portfolio will state who created/owns them .
