mortgage application 'ready for offer'

Does this mean that there will definitely be an offer, or is there still a risk of it being rejected? Our application status has changed to this today, after being with the underwriters for 3 weeks. It says that we need to view and confirm our offer, but there is not one available to view. On phoning up, we were told that the application has been worked on today but is still with the underwriter for final checks. Is this conflicting information?

We also have a 10.5% deposit. It's just very frustrating it's taking so long for a decision (we've constantly been told well have a decision 'soon' for about 3 weeks) and I'm worried about how long our sellers are willing to wait0

Nothing is guaranteed until you've got the offer in your hand. Up to that point anything can be questioned or declined.

So we got told a mortgage offer was done on Saturday, but the offer letter hasn't been created (now 4 days later). The underwriter has been emailed (on Saturday, and this morning) to ask them to get the letter done. Is this something that sometimes happens? I just don't understand how we can have an offer, but no letter. Surely they are done at the same time? Solicitor checks are all back so this is literally all we are waiting for before exchanging0
