There are no extra charges for one off withdrawals that I am aware of.  They currently have an offer of no SIPP fee until April 2021 if you open a SIPP by the end of this month.

My mistake , probably confusing them with another provider who do charge.

Vanguard just told me they won't accept SIPPs that are in drawdown (mines crystallised but actually not being drawn upon but it's status is drawdown). This is because their own drawdown scheme is not in place yet and they are not able to differentiate between crystallised and uncrystallised funds.
