Charging order & making partial settlement

Hi,
First time posting so hoping someone could give me abit of advice.

I have a debt from my younger years that I dealt with the totally wrong way, I buried my head in the sand with it which resulted in a charging order on my house. The charging order was made approx 9 years ago. I have been paying it off monthly at an affordable payment & the balance is now £2100. The debt is an ex hsbc loan, but is now with Robinson way- I have been paying these every month since the charging order.
Robinson way are always asking me to make a reduced settlement offer, so my question is if I make them a reduced settlement offer and they except will the charging order be removed?
I’m looking to remortgage the house to a different company as I’m stuck in an interest only mortgage at the moment, but can’t while the charging order is in place.
The ccj is no longer on my credit file and I’ve been working hard to rebuild my credit rating but this charging order is the only thing stopping me.
