Still doesn't make much sense. If someone else took out a loan with Satsuma, they will be chasing them for repayments.
If the person took out the loan in your daughter's name, then she needs to report that as fraud.1 -
She has reported it as fraud. But Satsuma are still chasing her for the money.0

You need to take this up with Satsuma Loans, in that case. The loan is nothing to do with Santander. How did whoever stole the card get hold of the PIN number?1

If no success, go to FOS.
Santander have no responsibility for her losing her card and a third party taking out a loan with another lender.

The other thing to consider is that whoever applied for the loan must have used some of his or her own details. Otherwise the loan documentation, approval and so one, would have gone to your daughter's house and email address. Sounds like there should be some evidence, at least, of who the miscreant is.1

Not sure there is much that Santander can do.
