Colleague unable to commute to work

    So surely it would be a simple matter to say that if he moves back to driving it would have to be a permanent move.  I accept that you can't have an employee flip-flop between jobs.  As said, there are shortages in both locations, but refusing to permit a transfer doesn't help the shortage in either job.  The person in question can't get to their current job, or at least won't be able to do a full shift, so allowing the move would increase the possibility of getting in a replacement who can do the job.

    Why not ask the manager what can be done.
    Can he change his hours until the other bus returns to its normal hours?
    Can he swap jobs with someone for a few months? 
    Can he get a bike for a few months? 
    Can your friend take an hour holiday for whatever he needs each day over the next couple of weeks in the hope that it will be sorted after that?

    My colleague is now in a position where he is unable to complete his shifts, and is getting disciplinary action for having to leave early. The company are actively recruiting bus drivers (Indeed, Local Paper and Jobsite), but the manager is not allowing him to transfer.

    He isn't really helping himself if he is just leaving early without having permission beforehand and getting himself into disciplinary action. He really should be working till the end of his shift and sorting out a way to travel home, even if it means taking a taxi or getting someone to pick him up just for the time being.
