Utility debts

Not sure if this is the correct forum to point me in the right direction but I am sure someone will be helpful.
I am involved in a small local charity which is part of a national one, each local one only deals with their area. Had an email today from national asking if it is possible to help a family struggling to pay the utility bills. It may be possible that we can clear the debts and they can start with a clean sheet, but my instinct is that this will not be the case.
So I have a plan of action in the back of my mind when I speak to the parents, I would appreciate your thoughts & comments.
Will it be possible to set up a payment plan which they can manage, how receptive are utility companies to this, or will they prefer to install prepayment meters?
Is it possible to set up a DMP if the debts are solely utility?
Would it fall within the remit of a DRO?
I know there are currently more questions than answers, but just want to be able to have suitable suggestions for them. I know that if there are more than utility debts, the options are more clear.
