How much are Home rates due to increase?

Can anyone remember the formula that will determine the increase in house rates when it is introuced in the future,

Joe, I can only relate a figure I was told probably about this time last year. Whatever you are paying now you can expect it to double in the next 5 years or so. Plus I think you had to add water rates on top of that?
After all we have to pay for all the wastrels in the tier-after-tier-after-tier of irrelevant and incompetent government that we have.
