Swimstars Holding Fee

Further to the recent announcement swimming for my daughter is still not going to take place. We are paying and have been paying the holding fee but to then find out the holding fee doesn’t then credit the account for lessons. 

Are they able to do this or am I able to claim these funds back? I believe that the company will also be receiving the benefits offered from government so to charge and not warrant lessons I don’t feel is or should be possible to do.
