Releasing Funds From Property Without a Mortgage

Hi all,
First post so thanks for any advice.
We are in a fortunate position where we own our house outright (never mortgaged) and also a rental property but we are not cash rich.  Although we have the income from the rental property and the annex to the house we need to raise some money for some home improvements, repairs and to clear some manageable loans. 
I am 67 years old and semi-retired, refinancing will prove cheaper than the loans and enable me to do the home improvements.
What are the best options open to me to release some money from the properties other than selling the rental which is an option.
