Possible VAT rate reduction coming - impact on new windows installation?

Hi,hope this is the right forum.
I am in the process of accepting a quote for new windows / doors to which VAT will obviously be applied. I am reading stories that the Chancellor is considering a reduction to the rate of VAT to stimulate the economy .
The installation of my windows will not be for 8 - 10 weeks time. My question is when does VAT apply, is it at quotation or at installation? Obviously if VAT does get reduced I would hope the reduced rate will apply!
Can anyone offer any insight?

There are rumours that employers have to raise pay by 20% to generate more tax.
I take those rumours with a very big pinch of salt as well0 -
There'll be no VAT reduction yet, if at all. The last thing the country needs is everyone going out on a spending spree and potentially risking a second wave of Covid. If it comes at all, it will be when the danger has passed, i.e. mass vaccination or herd immunity.
But to answer your question, it depends on the "tax point", which is usually the earlier of the payment date or the date the work is completed. So if you pay a deposit now, you'll pay VAT on the deposit at today's rate. If you pay in several months' time when the work is done, you'll pay at at the prevailing rate at that time.1
